HVAC/Heat Pump Not Blowing Cool Air, Compressor Isn't Kicking On, Please Help!!!!!!?

Since the outside unit fan is coming on that pretty much eliminates the contactor or thermostat wire. Turn the disconnect switch off next to the outside unit. Check to see if the compressor is hot to touch. If the capacitor is bad they will usually swell up and look deformed or even sometimes burst.
