Could driving regularly with barely any petrol in the tank cause the fuel pump to act up?

every so often my car just wont start. it turns over but wont start. if you leave it for a bit and go back to it it will start. we have had it in the garage twice and the tester shows no fault whatsoever. its a BMW 318si.
