I would like to know if this is a scam?

I mean there is no way to be sure, but it seriously sounds like a scam to me. They might just take the $95 and never contact you again. If you really aren't sure, maybe head down to a local police station where they'd happily check it out for you and warn others of the scam. :) Good luck and be careful.
